ActEU for Moldova: Call for Expression of Interest for Local Action Groups (LAGs)
As the Republic of Moldova progresses in its European Union accession process, European integration is not limited to negotiations and reforms at the national level. It also involves concrete changes in how institutions function, how communities cooperate, and the application of fundamental values such as transparency, inclusion, and accountability in daily life. This transformation largely depends on the existence of strong local actors. Communities need organizations capable of mobilizing citizens, facilitating dialogue, building trust, and stimulating cooperation between citizens, local authorities, and the business environment.
In this context, the ActEU for Moldova – Mobilizing Communities for EU Integration (2026-2028) project has been launched. The project is implemented by a consortium consisting of People in Need, the National LEADER Rural Development Network, and EcoVisio, with financial support from the European Union.
Objective of the Call
The objective of this call is to strengthen the capacities of ten (10) Local Action Groups through a structured capacity-building program. Selected LAGs will benefit from targeted support to strengthen governance and management systems, develop technical and project implementation capacities, and enhance long-term resilience and sustainable development.
By strengthening the capacities of LAGs, the project aims to empower local communities to actively participate in and contribute to the European integration process of the Republic of Moldova.
Implementation Stages
The support provided to the 10 selected LAGs will be implemented in four consecutive stages:

Stage 1 – Organizational Capacity Assessment (OCAT): Each selected LAG will undergo an initial OCAT process, including a greening audit conducted with the support of EcoVisio experts.

Stage 2 – Development of the Strategic Development and Action Plan (SDAP): Based on the OCAT assessment and greening audit results, each LAG will integrate the findings into a comprehensive Plan.

Stage 3 – Capacity Building and Tailored Mentorship: Identified gaps will be addressed through customized measures, including training sessions, mentorship, coaching, and technical assistance in areas such as strategic communication, fundraising, partnership development, and financial management.

Stage 4: Access to Grants – LAGs that complete the previous stages will be eligible to apply for:

Grant for Organizational Capacity Development and Institutional Strengthening (EUR 6,400);

Grant for Sustainable Local Development Initiatives (EUR 15,000 or EUR 28,000).

Application Information
Note: In parallel with this Call for Expression of Interest for LAGs, People in Need will launch a separate call dedicated to ten (10) Civil Society Organizations (CSOs). Organizations are advised to apply to the call that matches their legal status and operational profile.
